Frankly, Bartleby thinks Loki is a pain in the ass. Because, seriously, being around him didn't bring him much good, did it? Getting them kicked out of Paradise for all eternity. Having to babysit all the time, because Loki just never knows when to stop himself (Bartleby's stomach still churns at the memory of Sodom and Gomorrah). Loki means trouble, lots of trouble and oh, having to watch re-runs of "Ren & Stimpy" over and over and over again.
But Loki is also companionship, truly loyal and most of the time pleasant companionship. Someone to kill time with - and there's a lot of time to kill when you're immortal and waiting for Judgement Day (in Wisconsin, of all places!). He's someone Bartleby can drag along to the airport, bearing his musings about humanity while munching and spitting popcorn. He is also the only one who knows what it's like to have that biting ache in your chest, a loneliness that he feels ever since he was forced to leave the presence of God.
And despite the neverending bickering, Bartleby knows he wouldn't trade Loki for another angel in this (or any other) universe. After all, who is more fit to spend an eternal exile with than your best friend?
